柯文哲上午到北市災害應變中心主持災害防救會報，聽取各相關局處颱風災情報告。會後媒體聯訪詢問柯文哲會中提到要放颱風假心裡「毛毛的」？
他表示，每次颱風來對首長的最大壓力就是到底要不要放假，由於昨晚九時左右的風雨看學英文的方法起來不大，但中央氣象局預報指今天中午過後風雨加強，「要相信專業」，過幾個小時就可驗證是否如此。
柯文哲說，他昨晚和副市長鄧家基商量過後，就說要相信專業，這是主要決策邏輯方式。同時，他也呼籲民眾今天中午到晚上盡量減少外出，特別是不要騎機車或腳踏車出門，若要送貨者也盡量使用汽車為佳。
關於是用練兵心態照表操課？柯文哲表示，市政政策是延續的，各局處報告很有節奏，是累積多年經驗操作，只有更好沒有最好。
此外，現在要讓北市消防局變成救災主責單位，要將每次事件當作檢討和反省機會。
